Residential Services

Harris County Juvenile Probation Department has three facilities that house young people ages 10-17.

Our focus is to provide a safe and secure environment for the young people we serve. Our staff collaborates with multiple agencies to provide services to meet the needs of these young people and their families.

We strive to mentor and advocate for our young people and equip them with all the necessary tools and resources for a greater chance at success.

Key program components include:

  • A comprehensive assessment and an individualized treatment approach that addresses behavioral, educational, mental health, medical and substance abuse needs.
  • Academic programs that provide a wide variety of opportunities including special education, GED testing, and vocational training.
  • Wrap around services introduced during a young person's stay and continue after release to provide additional support to the family.
  • Volunteer and staff programs, many of which are evidence based, that introduce changes in thinking, promote vital social skills, and reinforce rehabilitation efforts.
  • Collaborative efforts between facility staff and the young person's family to increase the chances of the young person's successful reintegration back into their community.
Intensive Behavior Treatment (IBT)

The Intensive Behavioral Treatment (IBT) program is a comprehensive model incorporating evidence-based behavior modification practices and a multidisciplinary team approach.

IBT is a portable and adaptive program that can be implemented in many different types of residential settings and is used by us to improve the quality of rehabilitation services we provide to the young people in our care.

The central components of IBT are:

  • Personal accountability for behavior.
  • Immediate feedback from staff to residents.
  • Positive reinforcement for appropriate behavior.
  • Ability to leverage short-term and long-term incentives.
  • Systematic staff monitoring of behavior across settings.
Trust-Based Relational Intervention® (TBRI)

"Trust-Based Relational Intervention® (TBRI) is an attachment-based, trauma-informed intervention that is designed to meet the complex needs of vulnerable children. TBRI uses Empowering Principles to address physical needs, Connecting Principles for attachment needs, and Correcting Principles to disarm fear based behaviors. While the intervention is based on years of attachment, sensory processing, and neuroscience research, the heartbeat of TBRI is connection.

By embracing Trust-Based Relational Intervention, Harris County Juvenile Probation Department is successfully changing the culture of care at their facilities from one focused on punishment to one of holistic hope and healing for the youth in their care. As a result of their TBRI implementation efforts emphasizing safe and healthy connection with youth, behavioural challenges have decreased as employee satisfaction has improved."
